悬浮剂的内控指标与检测方法 
外观、有效含量、悬浮率、密度、细度、分散性和稀释稳定性、离心稳定性、pH值、冷热贮稳定性、粘度以及水质、水温适应性等,具体要求如下:
1. 外观 
包括颜色、物态、气味等。颜色一般为乳白色最佳,物态一般为粘稠的可流动性的悬浮液体。 
2. 有效含量测定
有效成分为5%~80%,多数为40%~60%。根据有效成分的性质确定相应的分析方法,然后进行制剂的含量分析,一般采用液相色谱分析。
3. 悬浮率测定
称取1g左右的悬浮液于250 mL量筒中,用342 ppm的标准硬水稀释,然后上下振荡30次,30℃恒温水浴中静置1个小时后,取走上层225 mL的悬浮液,用蒸馏水将余下悬浮液转移至小烧杯中,烘干(80℃)后用甲醇溶解并定容至10mL容量瓶中,用液相色谱分析。
4. 密度测定
10mL容量瓶一只,称取待测悬浮剂质量a (精确至0.1mg),再用吸管吸取水悬浮剂于10mL容量瓶中并定容至10mL,称取两者质量b,以(b-a/10即得水悬浮剂密度(g/mL)。重复三次,取算术平均值。
5. 细度测定
水悬浮剂径粒一般控制在1~5µm。径粒的测定方法多种多样,归纳起来分为两种:一种是目测法,借助显微镜观察统计,计算出该悬浮剂径粒的算术平均值,具有相对的准确性;另一种精确的方法是采用先进的仪器测定,如采用光透射式粒度分布测定仪、微机处理粒子谱和激光衍射粒度分布测定仪等进行测定。
6. 自动分散性及稀释稳定性测定
100mL具塞锥形量筒中,装入99.5mL标准硬水,用注射器取0.5mL待测水悬浮剂样品,从距量筒水面5cm处滴入水中,观察其分散状况。按其善的好坏分为优、良、劣三级。
优级:在水中呈云雾状自动分散无可见颗粒下沉。
良级:在水中能自动分散,有颗粒下沉,下沉颗粒可慢慢分散成轻微摇动后分散。
劣级:在水中不能自动分散,呈颗粒状成絮状下沉,经强烈摇动后才能分散。
稀释液30倒置次后置于30±1℃的水中,静止1h。若上无漂浮物下成沉淀则为合格。 
7. 离心稳定性测定 
3支带刻度的5mL锥形玻璃管,每支准确加入5mL待测悬浮剂,然后对称放入离心机中,以3000r/min离心30min后取出,观察记录析水和沉淀情况。按析水和沉淀体积多少分为优、良、劣三级。 
按析水情况分级: 
优级:析水体积<1%或无析水 
良级:析水体积<5% 
劣级:析水体积>5%
按溶液体积多少分级:
优级:沉淀体积<1%或无沉淀 
良级:沉淀体积<5% 
劣级:沉淀体积>5% 
8. pH值测定 
PH值一般控制在7~9。测定方法:于100mL烧杯中,称取0.50g待测悬浮剂,用蒸馏水稀释至50.00g,混合均匀后用PH计测定。 
9. 热贮稳定性测定 
将待测水悬浮剂样品用安培瓶密封后放于54±2℃的烘箱中,静止热贮14天后取出,分别检测记录外观、流动性、分散性、径粒、有效含量、悬浮率等各项指标有无变化。若贮前与贮后相同或有轻微变化(其变化应在允许范围内),视热贮合格。其中,物理稳定性方面,若有油或沉淀析出为不合格,析水率以小于5%为合格。其结果相当于常温下贮藏两年,产品合格。 
10. 冷贮稳定性测定 
将待测水悬浮剂样品用安培瓶密封后放于0℃、-10℃和-20℃下贮存一定的时间,取出后观察结冻情况。然后在室温条件下静置融化,并分别检测记录外观、流动性、分散性、径粒、有效含量、悬浮率等各项指标有无变化。若贮前与贮后相同或有轻微变化(其变化应在允许范围内),视冷贮合格。其结果相当于常温下贮藏两年,产品合格。 
11. 水质适应性试验 
100mL具塞锥形量筒三个,分别装入0ppm342ppm500ppm硬水99.5mL。用注射器分别取0.5mL待测悬浮剂依次从量筒水面上5cm处滴入水中,观察分散性和悬浮稳定性。若能自动分散,振荡后静置1h后,上无漂浮、下无沉淀即为合格,表明该悬浮剂对水质的适应能力强;反之,则适应能力差,悬浮剂不合格。 
12.水温适应性试验 
100mL具塞锥形量筒三个,分别装入15℃、25℃、35 342ppm标准硬水99.5mL。用注射器分别取0.5mL待测悬浮剂依次从量筒水面上5cm处滴入水中,观察分散情况。若能自动分散,振荡后静置1h后,上无漂浮、下无沉淀即为合格,表明该悬浮剂对水温的适应能力强;反之,则适应能力差,悬浮剂不合格。 
13. 粘度测定 
粘度是影响农药悬浮剂稳定性的主要因素之一,因而是农药悬浮剂的主要技术指标。 
测量粘度的仪器有多种,常用的有N式粘度计、旋转式粘度计,根据农药悬浮剂的性质,一般选用旋转式粘度计测定简洁方便。

欧盟生物杀灭剂有效成分评审计划
    根据BPD法规要求,需要在欧盟层面通过技术评审建立一个准许用作生物杀灭剂产品的有效成分清单,也就是BPD法规的附件I或IA。只有被列入到附件I或是IA 的物质才能被用作生物杀灭剂产品投放到市场;与此同时,对2000.5.14日之前在欧盟市场上已存在的生物杀灭剂用途的物质,可以通过BPD缓冲期条款获取被列入或不被列入附件I或IA评审决议前的临时授权在市场上流通。这里涉及到的附件I和IA,就是欧盟BPD法规下进行的有效成分评审10年工作计划(以下简称:“评审计划”)的目的。
评审计划分三个阶段进行:
第一阶段,市场上的物质信息排查:2000年7月9日,EC. 1896/2000号指令,要求业界对用于生物杀灭剂产品用途的有效成分进行认定并提供产品相关信息的通报(截止通报日期2002年3月28日)。
第二阶段:提交正式卷宗:2003年11月4日,EC. 2032/2003号指令。此阶段主要工作包括:1)在第一阶段的基础上构建已有有效成分清单(Existing Active Substance List);2)已通报待评审物质清单;3)评审计划时间表,包括评审的优先级,卷宗的提交截止时间等;4)不被准许用于生物杀灭剂用途化学物质清单;5)前2种优先评审类物质评审发起国清单;6)卷宗提交,评审及沟通程序。
第三阶段:卷宗评审:2007年12月4日,EC. 1451/2007号指令出台。在前两阶段的基础上,第三阶段的主要工作是对已收到的注册卷宗评审。主要规定了评审的具体步骤和办法,并在其附件-II中列出了所有通报物质评审相关的物质CAS及EC编号,评审发起国、产品用途等信息。
    通过第一阶段,欧盟完成了964个在2000年5月14日在市场上用作生物杀灭剂用途的有效成分认定,其中416个物质完成了一个及几个用途下的通报评审,此外的548个(约60%)已在2006年9月1日前退出作为生物杀灭剂用途的市场。截止2008年3月1日,约一半的通报物质(包括物质下的产品用途)没有提交完整卷宗授权申请。根据最初评审计划,每个物质评审需要2年时间,完成所有卷宗评估工作应该会在2010年结束。但由于评审工作的复杂性,当局机构缺乏足够的技术工作人员,缺乏相关物质的评审经验,需要开发各种用途下的测试方法和暴露场景等原因,导致实际每个物质的评审时间至少需要3年,平均需要4-5年。随着卷宗评估工作的逐步开展,目前只有少部分物质完成评审被列入到Annex-I(54个)或 IA(2个)[截止到2012年5月12日],尚有300多个有效成分在评审中,最新的评审计划完成时间已被推迟到2014年。此外,根据新法规的变动,ECHA将于明年逐步接管评审工作。
BPD法规的实施及评审工作的开展对欧盟杀灭剂市场将造成如下影响:
1)被准许使用的有效成分大大减少。据统计,自BPD生效到2010年,欧盟市场上1000多种约2/3的有效成分由于各种原因被淘汰,并随着评审的进行,还将有很多在评审中的物质或是用途不被列入到附件中。预计到2014年欧盟市场上准许使用的有效成分可能会少于300个。
2)市场存在一定程度的垄断,产品价格将会提高。由于应对BPD法规的成本花费很高,只有一些少数化工巨头有实力和意愿去应对,并且授权物质将有10年以上的数据保护期,很多中小企业不得不退出市场或被一些大的企业所并购,形成市场垄断,同时推高市场上相关产品价格。
3)新产品上市速度下降。由于生物杀灭剂类产品的很多细分市场并不是很大,与相应的产品研发及法规应对成本不对称,导致很多业内企业采用防御性市场策略,缺乏开发新产品的源动力。
4)某些有害生物对产品的抗性会加剧,主要原因是可选的有效成分减少,缺乏足够的替代产品。
